Deputy Chairman of the Federation Council of Russia explains issuance of Russian passports for Azerbaijani citizens

Moscow. Farid Akbarov – APA. “The issuance of Russian passports for Azerbaijani citizens are being discussed between the two states”, Deputy Chairman of the Federation Council of Russia Ilyas Umakhanov told APA’s Moscow correspondent.

According to him, this procedure should be carried out within the legislations of both countries: “Azerbaijani citizens can become a citizen of Russia only when s/he refuses Azerbaijani citizenship. This is an acceptable form. However, in some cases Azerbaijani citizen can become a citizen of Russia without refusing Azerbaijani citizenship. In this case, that person will have dual citizenship. This is in contradiction with both Russian and Azerbaijani laws. Unfortunately, such cases are observed today”.

I. Umakhanov noted that it’s needed to understand that the adoption of the law on facilitation of procedure for peoples born in Soviet Union to obtain Russian citizenship is more related to Ukraine events: “This was the main motivation in the adoption of the law. Therefore, the main issue is fulfillment of the law in the practice. I consider that the law should be analyzed and if necessary, legal acts regulating all these procedures should be adopted. Currently, there are some problems and they are being discussed”.
