According to the Head of Administration, Haydar Aliyev and Vladimir Putin established a solid foundation for the normalization, development and strengthening of this relationship: " current heads of states, Dmitry Medvedev and Ilham Aliyev effectively continue this line. We have agreements on status and operation conditions of Gabala RLS, the status of the Caspian Sea and the state border issues. Russia is the first country with which Azerbaijan signed such an agreement. "

Noting that relations between Azerbaijan and Russia are at the stage of development, Ramiz Mehtiyev told Russian Azerbaijanis have a great intellectual, economic, cultural and socio-political potential: "The successful integration of Azerbaijani diaspora into the Russian society is a very positive development"
