Ali Huseynli: The European Union’s statement regarding the unauthorized rally in Azerbaijan is inadequate

Parvin Abbasov – APA. “The opinions, recommendations of the institutions, which we are cooperating with, including the European organizations, regarding the socio-political processes in our country, are natural. We are cooperating with these organizations, have commitments before a number of organizations. While assessing an event having great social importance, covering the whole country, or any election process, the opinions, views of the European Union, European Parliament, or other European organizations are natural. An unauthorized rally having no social importance is held, several hundreds of people attend it. Holding this unauthorized rally in the center of the city – in the Fountain Square creates opportunity to get certain views. After that a very serious organization like the European Union gives opinion concerning this and makes critical remarks. Of course, this causes our concern,” chairman of Azerbaijani parliament’s committee on legal policy and statehood Ali Huseynli told APA while commenting on the recent statement of the European Union regarding Azerbaijan.

According to him, the statement says the actions of the police were inadequate during the rally, but the European Union’s statement, position was not adequate with regard to the event.
“The question is the event that took place, its scale and attitude towards it. Compared to the scale of the event, the position of the European Union is too critical and severe. This is not adequate. Of course, our colleagues from the ruling party expressed their concern about it. It is grounded. Foreign Ministry invited the representative of the European Union to Azerbaijan and expressed its position concerning partiality. But I would like to point out one issue, they can not be objective in this issue, because they got one-sided information about it. Even if the European Union had attached importance to and wanted to express position on the unauthorized rally, it would have made investigations, listened to the position of the other side. As it was not made, the figures of arrests, irregularities have been exaggerated in the European Union’s statement. Actually, tens of such pickets, demonstrations are held in Europe every day,” he said.

Ali Huseynli said the recent statement of the EU was not unexpected for him.
“For me and generally for the persons having contacts with the European structures on the parliamentary level, this is not surprising, it was even expected. Actually, such a severe position, is a part of the pursued policy. You know that Azerbaijan’s bilateral relations with the European Union as an organization, and with the EU member states are good. I should mention that Azerbaijan’s President has special position in the relations with the European Union. He made a speech concerning it in one of the recent meetings. This is the political will of the country. But we see that the activity of some anti-Azerbaijan forces in Europe and Armenian lobby has strengthened against the background of Azerbaijan’s increasing image. Forces which act against Azerbaijan try to form such opinion on putting the relations between Azerbaijan and Europe, generally, with the West back, human rights and democracy forward. In such a way they want to display. Because, it is nonsense. Oil is one of the factors for development and improvement of economy. Oil is not the first factor for Azerbaijani state, the primaries are human rights, democracy and independence. It stands in root of our cooperation with the EU and other structures of Europe. We did not join the Council of Europe only by the oil. But there is such opinion toward us that, one must be rugged in democracy and human rights issue in Azerbaijan, there are violations and etc…Armenian lobby had thought it with its supporters. At the same time, they sometimes try to form military image of Azerbaijan. Even, last time we got signals of anxiety from our friends in connection with the airport built in Khankendi. They said that there formed such opinion in Europe that, Azerbaijan had already started war and pursued military policy. And it occurred after the Armenian President’s statement on that he would be the first passenger of plane to fly to Khankendi and Azerbaijan would take reprisal step in this regard. Another example, if you remember, European Commission President Jose Manuel Barroso’s statement on territorial integrity of Azerbaijan was different from the other one posted on EU’s official website. Azerbaijan’s diplomacy carried out very serious works in this direction. But our society had to understand that the issues, relations are not so simple. Another example. There was item in resolution of the European Parliament under the title “Essence of European Neighborhood Policy” on establishment of relations on the unrecognized territories within framework of EU’s Eastern Partnership program. Azerbaijan’s diplomacy, Azerbaijani friends working in these structures could correct that item and “establishment of relations with factual government” was taken out. So, we observe that Armenian lobby and forces against Azerbaijan had already become active. During preparation period of illegal actions in Baku, we already knew that provocative steps would be taken and European structures and other international organizations would make severe statements. Of course, it does not surprise us. The issue surprising us is that very serious, perfect organizations as the European Union made such inadequate, nonobjective statements in relation to such little, local incident. It is disrespect not toward us, but to the EU itself”.

“Supposing that, it is illegal action. Even, assume that police acted inadequately. Or, let us suppose that somebody has been arrested. If there are legal mechanisms, then there is no need for such political statements. Because, for example, the court may prevent it”. Moreover, Huseynov noted that there was to establish very serious relationships with the European institutions in front of Azerbaijani governmental members and parliamentarians: “This must be in a plane of mutual visits. Brussels must be the center of regular relations for our government officials”. To question on whether the EU’s statement would damage or not Azerbaijan-EU relations, Huseynov said: “These must not damage our relations with the EU. As you know, we have very good relations with representatives and representations of OSCE, EU in Baku. We realize several projects jointly. Our cooperation will continue again. Of course, both sides must try to become these relations constructive, durable and regular”.
