The diplomatic sources told APA’s Turkey bureau that the main discontent appeared concerning the visa for students. Though Turkey wanted the common rule to be also applied to students, Azerbaijan did not agree to it. Azerbaijan offered not to include the visa for students into the agreement.

According to some reports, Turkey accepted the demand of official Baku, it was decided to consider the issue of visa for students later.

The two countries had reached an agreement to cancel the visa regime between the two countries before the visit of Elmar Mammadyarov. But at the last moment, the signing of the protocol failed. Other sources say that the protocol was not signed because of the visa for students. The signing ceremony and the press conference of Ahmet Davutoglu and Elmar Mammadyarov had been scheduled for 13.00, December 25, later the press conference was rescheduled. At the press conference asked why the protocol on the cancellation of the visa regime had not been signed, Elmar Mammadyarov said the protocol to cancel the visa regime between the two countries had not been signed because of bureaucratic problems.

The visa issue was also in the focus of attention at the meeting between President Abdulla Gul and Azerbaijani delegation led by Foreign Minister Elmar Mammadyarov. The Minister noted that the agreement had not been signed because of incompletion of technical issues.

Note that Turkey canceled visa regime for Azerbaijan on July 30, 2007 by the order of then-Foreign Minister Abdullah Gul. Azerbaijani citizens enjoy with visa-free travel to Turkey for almost two and half years stamping passports in border check points and entering Turkey and staying there a month. A draft protocol signed on December 25, 2009 considered mutual opportunities for the citizens of both countries for three-month stay in the country.

Turkey has recently canceled visa regime for Syria, Libya, Macedonia and Albania.
