Iran offers to establish Cooperation Center of OIC Law-Enforcement Agencies

Baku. Ramil Mammadli – APA. Press conference was held on the outcomes of the Baku conference of heads of law-enforcement agencies of the Organization of Islamic Conference (OIC), APA reports. OIC assistant secretary general for political affairs Izzet Kamil Mufti and Azerbaijan’s Deputy Foreign Minister Khalaf Khalafov spoke about the importance of Baku Declaration adopted on the outcomes of the two-day conference. Khalaf Khalafov said the conference will help unite positions in combating transnational and organized crimes and improve the cooperation. He said the declaration covered these issues thoroughly. Deputy Minister said it was the beginning and noted that the document was a kind of recommendation.
“Results may be achieved, if work mechanism is established basing on this,” he said.

Khalaf Khalafov said Iranian delegation offered to establish Cooperation Center of OIC Law-Enforcement Agencies. Foreign Ministry official said the proposal was welcomed, the participants noted the importance of continuous activity to establish the center.

Izzet Kamil Mufti said the conference was the first step taken by OIC members for combating crimes.
“The conference will serve coordination of activities of the countries. It will be impossible to prevent networks of organized crimes without joint activity, because the crime is a notion having no motherland, or nationality,” he said.

Asked why the declaration did not cover the occupation of 20 percent of Azerbaijani territories by Armenia, Khalaf Khalafov said sale of firearms, illicit turnover of drugs, psychotropic agents, combating organized crimes were of global character.
“Occupation of Azerbaijani territories by Armenia paved the way for organized crimes. Occupied territories usually remain beyond the control of the state, terrorist networks make bargain there. There is a need for international efforts in order to prevent such cases. The factors causing terrorism are derived from this. It was offered to demonstrate solidarity within the framework of OIC on this issue, because some OIC states have become victims of occupation. Separatist regimes function in their territories,” he said.

Deputy Minister underlined that the fact of occupation was generally noted in the final document.
