The two are due to speak on the phone later this week.

David Cameron had earlier said that EU rules must change so that migrants’ access to their host countries’ welfare payments are limited.

He had also cited Poles, among the biggest migrant communities in Britain, as an example of the potential abuse of the rules.

At a news conference on Tuesday, the Polish premier criticized Cameron.

When asked about Cameron's comments, he said he has a telephone conversation with Cameron scheduled for Wednesday, and would raise the issue.

Tusk said Poland would veto any changes to EU rules aimed at reducing welfare payments for any particular nationality rather than applying equally to citizens of all EU member states.

"We will not agree to it if these are changes that would stigmatise any particular national minority," Tusk said.

"Nobody has the right to single out Poles as a particular group that abuses or exploits something," he added.

Cameron, who is up for re-election next year, is under pressure to address voter concerns about immigration.
