Putin called attempts to suspend Russia's military power a direct threat to its national security.
He accused the United States and NATO of interpreting security principles in their own way.
German Chancellor Olaf Scholz stressed the importance of de-escalating tensions around Ukraine and that the war should never start in any way.
Scholz added that the war would lead to serious geopolitical consequences for Russia.
