EU authorizes French president to negotiate with Russia

Leaders of the European Union finished their emergency summit in Brussels on Monday where they discussed further relations with Russia after recognizing Georgian separatist regions. EU members called on Russia to observe peace agreement with Georgia. They proposed to conduct monitoring of situation in the region. The European Union said it was ready to assist Georgiaâ€™s reconstruction. This issue will be discussed at the next summit in Nice, France on November 14. EU members authorized French president Nicolas Sarkozy to continue negotiations with Russia. Sarkozy will fly to Moscow on Sept. 8 to see whether Moscow has fully followed a six-point peace plan that he brokered with President Dmitry Medvedev last month. The next round of talks, scheduled for Sept. 15, will be dependent on Russian troop movements.
