Baku. Anakhanum Hidayatova – APA. “Despite all polemics and detailed problems, the results of the elections show that there is an irrefutable winner. Most of the exit-polls have also confirmed it,” says a special report issued by head of the OSCE short-term observation mission Michel Voisin today, APA reports.

Michel Voisin noted that the opinions of specialized observation missions also show that the election campaign is a progress towards democracy: “It has been manifested in both the number of candidates, equal opportunities offered to them in TV debates, considerable voter turnout (72%), well-organized elections and transparent activity of CEC.”

Michel Voisin said he observed four elections in Azerbaijan and underlined that an improvement has been made in this election towards the standards of the Council of Europe and OSCE.

"I consider that the elections have been free, transparent and fair. I fully share the opinion of the Parliamentary Assembly of the Council of Europe and European Parliament," he said.

Voisin said this conclusion is not reflected in the report of the OSCE/ODIHR. "I consider thah the positive aspects noted by the observers of the PACE and European Parliament and OSCE short-term observers have not been reflected in the report," he said.
