APA reports that Rasulzadeh was born in Novkhani on January 31, 1884.
When he was young he participated in the establishment of "Hummet" organization with social-democrats. In 1909, under the persecution from Tsarist authorities, Rasulzade migrated to Iran and was the editor-in-chief of Iran-e Nou newspaper. After the end of Iranian Constitutional Revolution he left for Turkey.
He was admitted to the Musavat Party in 1911 and after 4 years was elected chairman of the Musavat Party's Central Committee. In 1918, Rasulzadeh and Fatali Khan Khoyski officially announced the establishment of the first republic in the east. He was arrested after the occupation of Bolsheviks on April 28, 1920. Shortly after he was released under the order of Stalin and taken to Moscow. Though Stalin insisted, he refused to cooperate with the Soviet government and left the USSR.
Rasulzadeh died in Ankara on March 6, 1955 and was buried in Cebeci Asri cemetery.
