President of Azerbaijan issues decree on implementation of â€œone windowâ€ principle of border control

The â€œone windowâ€ principle of the control of transport means and goods passing the border check-points will be implemented from January 1, 2009, noted in the decree, press service of the President told APA. The State Customs Committee was commissioned with authorities of unified government organization for implementation of the principle.
Azerbaijani customs bodies will control the documents of goods and transport means passing the border check-points, as well as their veterinary, phyto-sanitary, hygienic and other certificates and veterinary, phyto-sanitary and sanitary control over them on border.
The State Customs Committee was commissioned with below-mentioned authorities of unified government organization for implementation of â€œone windowâ€ principle of the control of goods and transport means:

- necessary disinfection of the transport means passing to Azerbaijanâ€™s territory from the neighbor countries, where dangerous diseases of animals were identified, and its implementation within the rules of veterinary legislation and terms;

- informing the relative territorial state veterinary inspector aiming to provide isolation of animals brought from other countries to determine their health conditions;

-providing the international cargo transports with â€œPermissionâ€ blanks and receiving of state duties determined in accordance with State Duty Law.

Points of relative executive authorities established on borders for veterinary, phyto-sanitary and sanitary control and providing the international cargo transports with â€œPermissionâ€ blanks will be eliminated.

State Veterinary and State Phyto-Sanitary Control services near Health and Agricultural ministries of Azerbaijan will carry out exchange of information with the State Customs Committee in appropriate fields.

The Cabinet of Ministers should submit to the President proposals on coordination of the relative legislative acts with the Decree within a month.
