Oleg Kuleba: “No other CIS member has created such election conditions as in Azerbaijan”

Deputy Head of the mission’s office Oleg Kuleba said they came to Azerbaijan on September 15, visited Lankaran-Masalli, Guba-Gusar regions and studied the preparation for the elections. He said all conditions were created for the observers, the meetings of the CEC held with participation of observers and media representatives, the public was immediately informed of the decisions, trainings were held for heads and members of the election commissions. Kuleba said they acquainted with the buildings and working conditions of election constituencies and polling stations in the regions and added that no other CIS member created such conditions for holding elections. He noted that registration of the presidential candidates was in accordance with the Electoral Code.
“This procedure was implemented in the atmosphere of political pluralism, protection of the principles of alternativeness and competition,” he said.

Oleg Kuleba said three observers were working in the office, the number of the long-term observers would increase, local departments would be opened in Khachmaz, Nakhchivan, Lankaran and Ganja as from October 9. The number of the CIS observers will reach 250-300, head of the observation mission, CIS executive secretary Sergey Lebedev will arrive in Baku on October 12-13.

Oleg Kuleba also took a stance on the international observers’ statements that the election campaign was not active. He said elections are calm in the countries, where stability, sustainable development is observed, unlike the countries, which have welfare-related problems. Speaking about the duties of the mission, Kuleba said they sent letter to CEC, Supreme Court, Prosecutor General’s Office and Interior Ministry and wanted the complaints and appeals they received in connection with the elections campaign. Meetings will be held with the representatives of these bodies soon. Oleg Kuleba said they contacted offices of the presidential candidates and added that they will first meet with Gulamhuseyn Aliyev’s lawyer. Kuleba noted that they will also meet with the leaders of the parties boycotting the elections.
