Andres Herkel: â€œIt is not real to appoint rapporteur on political prisoner in South Caucasian countriesâ€

He noted that the report on activity of democratic institutions in Azerbaijan to be discussed tomorrow would cover political prisoners and freedom of speech in the country.
â€œThere are several imprisoned journalists in Azerbaijan. We will touch upon Electoral Code and other laws. Unfortunately several recommendations of the Venice Commission have not been taken into account. I will estimate the issue after discussions to be held tomorrowâ€, he said. Andres Herkel added that appointment of rapporteur on political prisoner in South Caucasian counties was not real.
â€œThis is a deadlocked issue, because the situations are not equal in these countries. It is my opinion and we should determine in which countries exist political prisoners. Appointment of general rapporteur is new idea and will not assist solution of all problems which we faced at present. It is possible to seek other ways of solution and PACE Political Bureau will pass last decision on itâ€, he said.
