“Considering the importance of installing solar collectors in the liberated territories, we design roof structures in projects in such a way that they can also be installed in the future,” Nureddin Ganbarov, Chief Specialist at the Ministry of Emergency Situations, said at a roundtable held as part of Baku Climate Action Week 2026 (BCAW 2026), APA reports.
The representative of the Ministry of Emergency Situations said that energy efficiency requirements are met in 90 percent of projects submitted in Azerbaijan: “The relevant requirements are met in approximately 90 percent of the projects submitted in Azerbaijan for buildings subject to energy efficiency and thermal protection requirements. Five main areas are of particular importance in ensuring the energy efficiency of buildings. The main issues are ensuring that the heat transfer resistance of the external structures of buildings is not below the standard, that buildings’ thermal energy consumption does not exceed the standard, that the energy efficiency class complies with the standard, as well as the air permeability of protective structures and their protection against moisture. Today, these requirements are ensured by the Ministry of Emergency Situations in almost 90 percent of the projects submitted for buildings that are subject to energy efficiency and thermal protection requirements under the standards.”
According to him, LED lamps are mainly used for lighting in projects and construction works carried out in Aghdam: “It is not sufficient to take energy efficiency requirements into account only at the design stage. During construction and at the stage of commissioning facilities, the implementation of the energy efficiency measures envisaged in the project is also monitored.
In accordance with the Green Energy Zone concept, the installation of solar panels and solar collectors is envisaged in the liberated territories. Even in projects where this equipment is not installed immediately, technical solutions that will enable its installation in the future are required.”
