Iran has outlined new conditions under which vessels may pass through the Strait of Hormuz, according to details reported by Mehr News Agency, citing the head of the Iranian parliament’s Civil Affairs Committee.

The proposed framework sets out a series of restrictions and requirements governing maritime transit in one of the world’s most strategically important waterways.

Under the plan, vessels linked to Israel would be strictly prohibited from passing through the strait. Ships from countries engaged in conflict, as well as those deemed hostile to the so-called “Resistance Front”, could also face restrictions.

Other vessels would be permitted to transit only after obtaining authorisation and paying navigation, supervision and security fees. These payments would be made in Iran’s national currency, the rial.

The proposal further states that countries involved in hostilities would be allowed passage only after compensating for any damages caused, while those imposing unilateral sanctions or taking hostile actions against Iran could see their vessels barred entirely.

It also includes provisions prohibiting passage for fleets of countries that use alternative naming for the Persian Gulf in official documents.

Funds collected from transit fees would be allocated to strengthening defence capabilities, supporting the armed forces, developing infrastructure and improving public welfare.

According to the plan, failure to comply with the rules could result in vessels being seized and fined up to 20% of the value of their cargo.
