“Despite the large-scale measures implemented for the development of the agricultural sector, President Ilham Aliyev noted the stagnation observed in the country’s agricultural sector in recent years during a meeting dedicated to agricultural issues and openly stated that he is not satisfied with the current dynamics of agricultural production,” Natiq Amirov, Assistant to the President of the Republic of Azerbaijan and Head of the Economic Policy and Industrial Issues Department of the Presidential Administration, said at a regional meeting for the Gazakh-Tovuz economic region in Shamkir dedicated to the discussion of the State Program for the Development of Production and Processing Sectors of Agricultural, Fisheries and Aquaculture Products in the Republic of Azerbaijan for 2026–2030, APA reports.
He stated that, based on the instructions given by the Head of State to the Presidential Administration and the Cabinet of Ministers, a new comprehensive State Program for the development of agriculture has been prepared.
“This program is a strategic document that defines a new development model for the agricultural sector for the coming period and serves as an important roadmap for increasing agricultural production, ensuring efficient use of resources, expanding processing and export opportunities, developing value chains, and advancing fisheries and aquaculture to a new stage of development.
The main goal is not simply to increase production volumes, but to obtain higher and better-quality yields from each hectare, in other words, to ensure the transition from an extensive approach to intensive development in agriculture.
The State Program envisages ensuring sustainable development in agricultural production during 2026–2030, strengthening food security, increasing domestic production capacity, productivity, value added and export orientation, accelerating the transition to an intensive and competitive production model, developing value chains in the agricultural sector, expanding farmers’ access to modern agricultural services, as well as developing fisheries and aquaculture.
There is no doubt that the discussions to be held will contribute to clarifying the implementation mechanisms of the State Program and achieving stronger results in the agricultural sector in the coming years,” he said.
Amirov noted in conclusion that the regional meeting discussed the tasks ahead and the steps to be taken regarding the implementation of the State Program for the Development of Production and Processing Sectors of Agricultural, Fisheries and Aquaculture Products in the Republic of Azerbaijan for 2026–2030.
“As you can see, specific targets have been set in the State Program. Expanding areas equipped with modern irrigation systems, increasing wheat and cotton yields in specialized districts, expanding intensive orchards and greenhouse complexes, increasing the capacity of cold storage facilities and grain silos, improving livestock breeding, increasing the production of poultry meat, milk, beef, mutton and eggs, and boosting aquaculture production are among the main priorities.
These targets once again demonstrate that the State Program is focused on development based on high productivity, efficiency and value added,” he added.
