The conference, joined by representatives of Russian, Belarusian, Ukrainian and Kazakh emergencies ministries and academies, kicked off after participants remembered with a minute of silence the victims of the tragedy in the Caspian Sea.
Deputy Minister of Emergency Situations, medical lieutenant-general Faig Taghizade said the ministry was established with the purpose of preventing emergency situations beforehand from happening and eliminating their consequences.
Professor Vagif Abbasov, director of the Institute of Oil-Chemistry Process named after Yusif Mammadaliyev noted in his speech that the ministry operates successfully.
“The role should be noted of the MES in rescuing the oilmen during the recent accident and the platform still being suitable for exploitation,” he said.
Speaking on the theme “Oil spill and its modernization,” director of the ANAS Institute of Geography Ramiz Mammadov said 40 percent of the oil spilled over the water eventually evaporates, adding that the Azerbaijani section and coasts of the Caspian are considered to be hazardous areas in terms of contamination through the wind.
He said that there were oil strains around the platform where the recent accident occurred and it was a signal for necessity of taking measures.
Mammadov said that oil spill response vessels, along with rescue vessels, need to be deployed to the site.
The academician mentioned that no one has been insured against accidents, therefore, one of the key issues is modernization of oil spills.
Director of ANAS Republic Seismic Survey Center Gurban Yetirmishli speaking on the theme of “Powerful earthquakes in Azerbaijan in 2004-2015” said that Azerbaijan is located on Alp-Himalayan earthquake belt.
According to him, the center is conducting fruitful cooperation with MES. Yetirmishli said that water basins should be constantly monitored.
Answering the questions about raising awareness, deputy minister of emergency situations Faig Taghizade said that there was a need to hold regular trainings in Gunsehli and other oil fields.
“Regular trainings should be held in such places in order to eliminate confusion of the oilmen in such cases. Generally, SOCAR and heads of such places should make the trainings compulsory. People should have a reflex how to act in such a situation. Oilmen acted in a wrong way during the recent fire on the offshore platform” he noted.
