The operation of an internet information resource will be temporarily restricted in cases involving the publication of information promoting narcotics, pornography, immoral expressions, gambling, suicide, violations of privacy, and insults, APA reports.
This is reflected in the proposed amendment to the Law "On Information, Informatization and Protection of Information," which was discussed at a joint meeting of the Milli Majlis Committees on Legal Policy and State Building and on Labor and Social Policy.
According to the draft, access to an internet information resource or its relevant section will be temporarily restricted by decision of the relevant executive authority in cases where the following information is posted:
- information on the methods and procedures for the production or use of narcotic drugs, psychotropic substances and their precursors, the locations where they can be illegally obtained, as well as the locations or methods of cultivation of plants containing narcotic substances;
- information related to pornography, including child pornography;
- information on acts that, when publicly displayed, insult public morality and openly express disrespect toward society, namely the use of immoral expressions, making gestures that create the impression of such content, or displaying parts of the human body in a manner contrary to moral norms and national-spiritual values.
- information encouraging the organization of gambling or participation in such games (except for information on lotteries conducted in accordance with the Law of the Republic of Azerbaijan “On Lotteries”, sports betting games conducted in accordance with the Law of the Republic of Azerbaijan “On Physical Education and Sports”, and casino games organized and conducted in accordance with the Law of the Republic of Azerbaijan “On the Creation of Artificial Land Plots in the Section of the Caspian Sea (Lake) Belonging to the Republic of Azerbaijan”);
- information that promotes suicide as a method of solving problems, justifies or rationalizes suicide, incites its commission, explains methods of committing suicide, or is disseminated for the purpose of organizing the suicide of several persons as a group;
- films, television and video films, including animated films, computer and other electronic games that are not marked in accordance with the relevant age category as required by the Law of the Republic of Azerbaijan “On Protection of Children from Harmful Information” (except those belonging to the “Universal” age category);
- information containing insults or defamation, as well as information violating the privacy of individuals;
- false information that creates a threat of harm to human life and health, causing significant property damage, mass disruption of public safety, disruption of the functioning of life-support facilities, financial, transport, communication, industrial, energy and social infrastructure facilities, or the occurrence of other socially dangerous consequences.
