Officials of Lachin department of Azerbaijan State Social Protection Fund arrested

Baku â€“ APA. Criminal case was launched on the officials of Lachin department of Azerbaijan State Social Protection Fund on Article 308.1 of the Criminal Code.

The press service of the Prosecutor Generalâ€™s Office told APA that the criminal case was investigated in the Department to Combat Corruption under Prosecutor General. The investigation found out that Jabbarov Farman Baloglan, who had been accountant-general in Lachin department of State Social Protection Fund since 2004, and director of the department Musayev Musa Refi committed illegal actions. In August, 2007, they illegally granted pensions to 95 Lachin residents and 15 people, whose disability expired, without making any paperwork. They repeatedly took bribes from those persons, gave them pension cards and embezzled a large sum of money from the state budget by means of the illegal pension cards.

In 2007-2008 Jabbarov took AZN 37.120 from Shakurov Gedir Evez and others, region residents having no right to get pension and whose disability expired, in order to organize pensions for them. Jabbarov shared the money with Musayev. Without making any paperwork they included the names of those persons into the list prepared for getting plastic cards. He got the relevant cards after its confirmation by Musayev. He also realized the pension payment for the people, who didnâ€™t pass through the medical examination and ended their disabled period, making Musayev to approve the orders for that.
Jabbarov and Musayev received bribe in 2007-2008 and misappropriated the borrowed property of 78.417 AZN in total, paying illegal pensions to 95 people with expired disabled period and damaging the stateâ€™s property.

Totally 66 803 AZN was paid illegally by September 1, 2008, including 11.613 AZN to 15 pensioners with expired disabled period.

According to witnessesâ€™ testimony, Jabbarov didnâ€™t start any case about 95 residents of Lachin Region and entered their names to data base without any documentation and achieved confirmation of their pension card orders by the management and sent it to â€œKapitalbankâ€s branch in Agjabedi.

During the searches in Jabbarovâ€™s house, empty printed warrants and blanks, various lists, bank receipts were found there.

Jabbarov and Musayev are charged with articles 179.3.2, 311.2, 311.3.1, 311.3.2 and 311.3.3 of the Criminal Code for bribery and large-amount misappropriation.
