Baku. Kamala Guliyeva – APA. “The transition to 12-years educational system is being discussed. It is necessary to carry out serious researches for implementation of such project. It is needed to pass to this process on a step-by-step basis. After preparing every stage, one needs to declare from which year and classes we pass to this system”, said Chairman of the State Students Admission Commission Maleyka Abbaszadeh at the press conference today, APA reports. She said that it was early to speak about the model of entrance exams due to the transition to 12-years education.

Abbaszadeh said that the results of final exams in the secondary school are not seen in the entrance exams: “The education is like a policy. In policy sometimes people sound populist opinions for gaining success. Unfortunately, this method passed to the education. At first there must be scientific discussion. It is needed to carry out a research on the situation of the secondary schools. There are two sources that we can believe in their results. One of them is the results of entrance exams. 65% of applicants participate in these exams and we can say anything only about the knowledge of these applicants. The second research is an opinion of PISA (Program for International Student Assessment) organization. According to the results of PISA in 2009, nobody can agree with the results of Azerbaijan which took 64th place among 65 countries. Entire world accepts these results and implements reforms. It is need to implement reforms intelligently. We participate in the development of National Education Strategy. We also support the transition to 12-years education. But how should we do it? I wouldn’t like to repeat the incident in 1998. That year it was suddenly declared that Azerbaijan passes to two-stage higher education, master’s degree is used. The students were proposed to study in the master’s degree for 2 years. The content of the master’s degree had to be different”.

SSAC Chairman said that no work was carried out and there were no researches on 12-years education: “Good and bad features were not determined, the working plan wasn’t elaborated. But now the society is messaged that we will accept it, it will be good. It is not right. At first we must carry out certain researches and develop pilot versions”.
