Unified legal framework approved for Türkiye–Azerbaijan vocational education institutions

A unified model legal framework is being established for organizing the activities of Türkiye–Azerbaijan vocational education institutions, APA reports.

This is reflected in the draft law “On the approval of the Additional Protocol to the Protocol dated February 19, 2021, on cooperation in the field of vocational education between the Government of the Republic of Azerbaijan and the Government of the Republic of Türkiye,” which was put up for discussion at today’s session of the Milli Majlis.

It was noted that, within the framework of the existing legal basis for cooperation in the field of education between the Government of the Republic of Azerbaijan and the Government of the Republic of Türkiye, the “Model Charter of Türkiye–Azerbaijan Vocational Education Institutions” was prepared as an Annex to the Additional Protocol to the “Protocol on Cooperation in the Field of Vocational Education,” signed in Ankara on February 19, 2021. The said Protocol establishes the legal grounds for expanding cooperation in the field of vocational education between the Republic of Azerbaijan and the Republic of Türkiye, as well as for the establishment and organization of joint vocational education institutions. The current Model Charter, as a derivative legal document adopted for the implementation of that Protocol, defines a unified model legal framework for organizing the activities of vocational education institutions to be established under the Protocol.

The Model Charter generally regulates the legal status of Türkiye–Azerbaijan vocational education institutions, their areas of activity, management mechanisms, principles for organizing the educational process, and the foundations of mutual cooperation. This document is intended to serve as the basis for the preparation, coordination, and state registration of separate charters for each specific vocational education institution.

Issues not directly regulated by the Charter are to be resolved in accordance with the Protocol dated February 19, 2021, as well as the national legislation of the parties. The charters of the relevant vocational education institutions are prepared on the basis of agreement between the parties and are applied after being approved by the Azerbaijani side in accordance with the existing rules.

Thus, the presented Model Charter does not create new legal obligations, but acts as an implementary document ensuring the practical execution of the existing international agreement—the 2021 Protocol—and serves to organize the activities of Türkiye–Azerbaijan vocational education institutions on systematic and unified grounds.

The draft law was put to a vote and adopted in its first reading.
