Baku Girls University loses license after failing accreditation

The educational activities of Baku Girls University have been suspended, the Ministry of Science and Education told APA.

Under the Law of the Republic of Azerbaijan on Education, accreditation is a procedure that confirms whether an educational institution complies with state education standards and determines its status. The accreditation process is conducted once every five years.

At its meeting held on July 10, 2026, the Accreditation Council reviewed the final institutional and program accreditation evaluation reports prepared by the relevant Accreditation Commissions for Baku Girls University.

Following the discussions and voting, the council concluded that the university's institutional and program accreditation status was "non-compliant" and decided that Baku Girls University would not be considered an accredited higher education institution.

The decision was based on the findings of the evaluation, which identified serious non-compliance in various areas of the university's operations with state education standards, regulatory legal acts, and quality assurance requirements.

Taking into account the Accreditation Council's decision and Clause 4.37 of the Rules on Accreditation of Educational Institutions, approved by Cabinet of Ministers Resolution No. 167 of September 28, 2010, the Ministry of Science and Education has initiated the procedures stipulated by law to suspend the educational activities of the higher education institution.

In this regard, considering the nature and scale of the non-compliance identified during the evaluation, their impact on the university's core operations, and the absence of sufficient evidence that the shortcomings could be remedied within a short period, the ministry submitted a request to the competent licensing authority, in accordance with the Law of the Republic of Azerbaijan on Licenses and Permits, to consider the suspension or revocation of the university's license.

By Order No. 92 dated July 30, 2026, the Ministry of Economy of the Republic of Azerbaijan revoked the license EL-358/2018, issued to Baku Girls University on September 11, 2018, in accordance with the Law on Licenses and Permits.

Accordingly, taking into account Clause 4.37 of the Rules on Accreditation of Educational Institutions, approved by Cabinet of Ministers Resolution No. 167, the Ministry of Science and Education will ensure that students currently enrolled at Baku Girls University are transferred to other higher education institutions in corresponding fields of study to guarantee the continuity of their education and protect their educational rights.

The Ministry of Science and Education emphasized once again that the primary purpose of the accreditation process is to ensure quality in higher education, protect students' rights, and ensure that higher education institutions operate in compliance with the requirements of the law.
