"Significant progress has been made in the field of preschool education over the past decade, and phased measures have been implemented to involve children in preschool education from an earlier age," Deputy Director of the State Agency for Preschool and General Education Vafa Yagublu told journalists, APA reports.
According to her, these efforts include expanding the network of state preschool education institutions, constructing new buildings, and carrying out major and routine repairs of existing facilities.
"On the other hand, since 2016, preschool preparation groups have been established in schools. During the last academic year, more than 86,000 five-year-old children attended these groups. In addition, more than 24,000 children studied in community-based preschool preparation groups during the completed academic year.
One of the notable initiatives we have implemented in this area is the parent–state–private partnership model. This project was launched two years ago through a grant mechanism, and during the 2025–2026 academic year, more than 4,000 children benefited from this financial support," she said.
The deputy director noted that under the current regulations, the state will finance 70% of the service fee charged by private preschool education institutions.
"This financial support will be provided up to a maximum of 350 manats in Baku and 250 manats in the regions. The allocated funds cover a significant portion of the service fee. We believe many families will benefit from these opportunities. On the one hand, this mechanism will help reduce the number of children waiting for places in state kindergartens and expand access to preschool education. On the other hand, it will contribute to the development of private educational institutions, enable more efficient use of their potential, and create new jobs," she added.
