Azerbaijan plans full-time teacher system to improve salaries and school integration, minister says

“Although the current hourly-based payment system will be maintained, we are working on introducing the full-time teacher concept in Azerbaijani schools as an alternative,” the Minister of Science and Education, Emin Amrullayev, told journalists, APA reports.

“Our goal is for Azerbaijani teachers to feel that they are a full-fledged part of the school. I plan to provide broad public information in the coming days about why we are implementing the new calculation mechanism and what problems we aim to solve with it. I will explain this in detail to prevent speculation and unfounded comments,” the minister added.

He also noted that questions related to teacher salaries are not simple: “The approach we are currently working on ensures that a full-time teacher’s salary should be at least twice the national average. Currently, statistics include the salaries of teachers with a 4–6 hour teaching load in the overall indicator, which creates a misleading picture. At the same time, it is not correct to have a compulsory mechanism where teachers can only increase their salaries by taking on more teaching hours, and this needs to be changed.”
