The State Committee told APA that it had not received any request for permission to build a mosque in Shamkir’s Zayam village or for allocation of land for any such purpose.

“Furthermore, no resident of the Zayam village has made an individual request to the State Committee for permission to build a place of worship in their yard or in a piece of land allocated to them. Therefore, the local executive authority has halted the construction in a legal way,” said the committee.

The committee said the construction of any building including a place of worship must be carried out in accordance with the law.

“Besides being a matter of law, it’s also a matter of morality and absolution. There are regulatory documents for obtaining a reference for the appropriateness of the construction or reconstruction of a place of worship and all these procedures must be carried out according to instructions. State authorities have not imposed any restrictions on the construction of places of worship in the country do date. Quite the contrary, the state has always provided care to the construction and repair of places of worship. Over the past decade, dozens of mosques have been built or have undergone major repairs under the order and instructions of the president. Regarding the case in Shamkir’s Zayam village, the construction has been halted and concerned bodies are investigating the fact,” the committee noted.

Note that, reports have surfaced in the media of the dismantling of the dome of a mosque in Shamkir district. According to information, the mosque, built by the villagers, has been shut down and its dome has been dismantled.
