He made the remarks on Monday answering the question whether there the Nardaran incident might have been foreign-motivated.
He said a variety of external forces, if not at the state level, may have reaches in Azerbaijan.
“These reaches may have manifested themselves in the Nardaran incident as well as in the actions of other radical groups elsewhere. But this is an issue to be dealt with by certain bodies. We rely largely on state policy towards religion and its main directions. The state patronizes religion in state-religion relations,” said Gurbanli.
