The fatwa says: “The Caucasus Muslims Board and its leadership is congratulating the people of Azerbaijan and all Muslims on holy Eid al-Adha and wish them mercy of the Almighty Creator. We are praying for happy future of our country, well-being and happiness of our people, liberation of the occupied territories on these holy days and extend our deep gratitude and blessings to our state for creating conditions to celebrate Eid al-Adha in a decent way. Sacrificing animals is important for the pilgrims in Mecca. The rich people should also sacrifice a lamb. Distributing meat of the sacrificed lamb to poor families is a great reward. Sheep, goats, oxen, cows and camels can be sacrificed. The sacrificed animals, have to meet certain age and quality standards or else the animal is considered an unacceptable sacrifice. The meat from the sacrificed animal is divided into three parts. The family retains one third of the share; another third is given to relatives, friends and neighbors; and the other third is given to the poor and needy.”
The animal should be turned to qiblah before being sacrificed. The prayer of the Eid or "Bismillahi and billahi vallahu Akbar" should be prayed before cutting animal. The government declared October 15-16 non-working days on the occasion of Eid al-Adha to ensure the democratic rights of the Sunnis and Shias. People should perform Eid prayer. We recommend sacrificing animals in line with veterinary and sanitary requirements in appropriate places. May Allah accept your sacrifices on this holiday.”
