The minister added that web-cameras were installed at 1000 polling stations and direct observations were conducted. Observing the voting process was available through the Internet, smartphones and other devices: “At the same time, the observation could be conducted not only in Azerbaijan, by in any part of the world. It also allowed observers monitoring the process of ballot counting along with voter turnout. 340 000 tracking were recorded. 24-hour observation was available. Web-cameras remained open after the elections.”
Abbasov noted that during the elections, tracking systems and systems maintaining information and communication resources underwent a number of cyber attacks. According to the minister, hundreds of thousands of cyber-attacks were delivered from foreign countries. Almost no systems were damaged, because of high-level protection of systems.
“Moreover, the use of internet, social networks and other resources, one of the ICT applications, has been widely exercised in the country. The election process in Azerbaijan was of great interest, for this reason, there was a big network overloading before the elections, on the election day and after the elections. According to most experts, the use of internet in the Azerbaijani election process was on the same level as in the most developed countries,” said Minister Abbasov.
