A center for managing and coordinating flights of unmanned aerial vehicles (UAV) will be established in Azerbaijan, this was reflected in the new draft law "On Aviation", which was discussed at today's meeting of the Economic Policy, Industry and Entrepreneurship Committee of the Milli Majlis, APA reports.
According to the project, an unmanned aerial vehicle will be understood as any aircraft that flies autonomously without a pilot on board or remotely controlled.
A natural person who performs tasks related to the operation of a drone and controls the drone during flight using remote equipment will be the pilot (operator) who remotely controls the drone.
Unmanned aerial vehicle systems shall be considered unmanned aerial vehicle and equipment for its remote control.
Any device, equipment, spare parts, item or software that ensures the safe operation of an unmanned aerial vehicle and is not part of it, as well as not carried on board, is equipment for the remote control of an unmanned aerial vehicle.
A confirmation document issued by the body (institution) determined by the relevant executive power body on the state registration of the unmanned aerial vehicle - a certificate of registration of the unmanned aerial vehicle will be issued. An operator, a drone observer, as well as a natural person instructed by a drone systems operator and participating in the implementation of a drone systems operation will be considered a participant in a drone systems operation.
In the Republic of Azerbaijan, a center created by the body (institution) determined by the relevant executive authority, which performs the control of the flights of unmanned aerial vehicles and the coordination of air traffic management - the center for the control and coordination of the flights of unmanned aerial vehicles will be established.
