Illegal constructions on and under high-voltage electric lines and gas pipes to be listed - INVESTIGATION - PHOTOSESSION
The government is planning to implement several activities to provide sustainable energy supply in the country, avoid potential emergencies and solve problems in those spheres. After the inventory works, decisions about removals of those constructions and main lines will be made.
Government considers that compensations to the constructions built in protection zones of core infrastructure in republic level are not possible to be granted at current circumstances. Only documented and registered ones can get compensations.
The Cabinet of Ministers also noted that the works are considered to be realized with the assistance of international financial institutions. On this occasion, a special commission is planned to be established involving in the representatives from Ministry of Industry and Energy, Ministry of Emergency Situations, Special State Protection Service, State Committee on Property Issues, SOCAR, Azerenergy, Azersu, Bakielektrikshebeke and loal executive powers.
Azerenergy told APA that the energy crisis happened in Baku is connected with the illegal constructions built under high-voltage lines. Azerenergy considers that those illegal constructions are main obstacles for repair and renewal works, avoiding potential problems or solving them. Meanwhile it a serious danger for the people’s lives living in those areas.
Survey shows that all entities are complaining about the illegal constructions on and under the communications lines in their balance and they all blame local executive powers and municipalities for selling those areas to civilians. Even some of those entities have made and presented their proposals about the resolution of that problem to the government.
According to Azerenergy, the main illegal constructions under high-voltage lines are basically in Absheron peninsula including Khirdalan, Saray, Jeyranbatan, Mushvigabad settlements and Baku, including Zabrat, Surakhani, Mashtaga, Garachuxur, Bakikhanov, Ramana, Bulbula, Amirjan, Zabrat II settlements, area of Boyuk Shor lake.
Some regions including Garadagh, Binagadi, Siyezen, Deveshi, Guba, Gusar, Khachmaz, Gobustan, Sabirabad, Aghsu, Hajigabul, Lenkaran, Astara, Shemkir, Tovuz, Agstafa districts also have illegal constructions
During the realization of the planned projects, considering the difficulty in removing constructions from endangered areas, the electric lines can be possibly removed with some exceptions only, said Azerenergy.
Bakielektrikshebeke also mentioned that it faces these kinds of challenges quite often and therefore it has stated this problem more than once to Baku Executive Power and local executive powers, no measures have been taken though. Therefore Bakielektrikshebeke had to apply for courts to solve the problem. Unfortunately this way of solution is not always effective.
Azerigaz is worried about the catastrophic consequences in the constructions amounted more than 3 000 built on the main gas lines in Baku.
Agshin Rustamov, Azersu spokesman told APA that they also face the analogical problem. There are tens of houses on the main water and sewage lines. Neither local executive powers nor municipalities took Azersu into consideration. The construction works can be realized only from 5-10 to 50 meters distance from damps and water pipes.
Ministry of Industry and Energy considers that the areas were sold to people by local executive powers and municipalities.
According to Azer Mansimli, the ministry’s spokesman the responsible entities should solve this problem based on legal principles and identified norms.
The Ministry of Communication and Information Technologies underlines that constructions can be built in 2-3 meters of distance from communication lines.
