Baku. Aynur Vəliyeva – APA-Economics. Azerbaijan Internet Forum has sent a request to the head of state, proposing reforms in the ICT sector.

The request proposes the government to set up a National Telecommunication Council to replace the Ministry of Communications and Information Technologies as a regulatory body in accordance with the international practice.

“Despite significant progress in the country’s ICT sector, the unlimited authority of the Ministry of Communications and Information Technologies hinders further achievements. The ministry’s grip on three functions – state control, regulation and commercial activities – poses serious problems to free competition,” reads the proposal.

According to the proposal, the National Telecommunications Council would be comprised of members appointed by the government and approved by parliament.

The new structure would be in charge of all the regulatory functions including licensing, allocation of frequencies, distribution of other resources, protection of healthy competition in the market, etc.
