The competitions will be held by Transport Ministry. Shuttle group may be formed as profitable and unprofitable. Taking into account logistics of the winner Transport Ministry will sign contract with intercity and urban routes for up to 5 years, but not less than 3 years, and with international route for up to 3 years, but not less than a year. If the winning company fails to realize transportation on state order, Transport Ministry will inform it at least 15 days earlier. The ministry has the right to unilaterally cancel the contract prematurely.
The rules also cover restrictions for the participants of the competition. The vehicles winning a lot earlier can not be presented for the competition in future.
