A new decision has been announced in the criminal case under investigation by the State Security Service of the Republic of Azerbaijan against R. Mehdiyev and others on charges of “actions aimed at seizing state power,” APA reports.
Abbas Abbasov is involved in the investigation and declared wanted
Based on the materials collected in the criminal case, a decision has been made to involve Abbas Abbasov — the former First Deputy Prime Minister of the Republic of Azerbaijan, who for many years remained beyond accountability as a result of Ramiz Mehdiyev’s protection — in the investigation of the said criminal case. As he is outside the country and evading the investigation, he has been declared wanted.

It should be noted that A. Abbasov served as First Deputy Prime Minister of the Republic of Azerbaijan starting from 1992. During this period, he chaired several state commissions. After being dismissed from his position in 2006, he began living in the Russian Federation.
His activities related to diaspora structures in the Russian Federation
Over the past period, A. Abbasov has carried out subversive activities aimed at unlawfully seizing and exerting influence over Azerbaijani diaspora structures in the Russian Federation through various illegal means.
Creation and leadership of the "Union of Billionaires"
He was the founder and head of the scandalous Union of Azerbaijani Organizations in Russia, known to everyone as the "Union of Billionaires", established in 2012 (he did not forget to register himself as the official founder of this organization).
Links with Rustam Ibrahimbayov and the “National Council”
Rustam Ibrahimbayov, the leader of the “National Council” formed in Azerbaijan in early 2013 with the participation of Ali Kerimli and his circle, was also a member of the Coordination Council of the “Union of Billionaires” under the direct leadership of Abbas Abbasov.

However, when warning signals were raised back in 2012 that the establishment of the “Union of Billionaires” was aimed at influencing political processes in Azerbaijan, Rustam Ibrahimbayov spoke on behalf of the “Union of Billionaires,” gave interviews and denied these allegations. The events of 2013, however, are well known to everyone.
Stopping Abbas Abbasov from coming to Azerbaijan
It is not coincidental that Abbas Abbasov, who previously visited Azerbaijan every month, stopped coming to the country from early 2013, when the issue of establishing the “National Council” emerged, fearing responsibility for his actions.
Investigation materials and evidence to be disclosed in court
According to the information obtained, in line with an agreement between the mentioned individuals and organizations, funds transferred to Azerbaijan through various channels, as well as audio and video recordings related to the promises made at that time to these dealings and participants in the process, meetings held abroad, and other materials concerning plans to violently seize constitutional state power in Azerbaijan have been obtained, added to the criminal case, and will be widely publicized during open court hearings.
Note that Ramiz Mehdiyev is currently charged under Articles 278.1 (actions aimed at seizing state power), 274 (treason), and 193-1.3.2 (legalization of property obtained through criminal means) of the Criminal Code.
The Sabail District Court of Baku decided in the criminal case against Ramiz Anvar oglu Mehdiyev on October 14 of this year. According to the decision, the court granted the motion regarding Ramiz Mehdiyev, who is prosecuted for solemn criminal acts. It imposed house arrest as a preventive measure for a period of 4 months.
