Chairman of Azerbaijanâ€™s Supreme Court criticizes courts and judges

Following this, the agenda was announced. The agenda includes adoption of medical decisions by courts, submission of proposals on the amendments to the Code of Criminal Procedure to the Azerbaijani Parliament and the other issues.
In his speech, Rzayev said that the courts violated some laws: â€œSometimes the decisions that are to be passed by psychiatrists, are made by persons, who have nothing to do with the case. In most cases, a psychiatristâ€™s opinion is not taken into consideration and the released persons commit a crime again. A person killed his father, attempted to kill his mother. This person was sentenced to compulsory treatment. But then, the court released this person â€“ Ilgar Rzayev and he killed his mother. We have prematurely terminated the judgeâ€™s activity, who released him. Wrong decisions are passed on sending the persons, who committed crimes in affective state, to insane hospitals. The court protocols on these cases are very short, as a template. It shows that the judges donâ€™t read protocols.â€
