Penitentiary Service issues statement on protest action of convicted people in correctional facility #14

The Penitentiary Service of the Justice Ministry commented on the statements on the action of group of convicted people in correctional facility #14 in Garadagh district as a protest against the condition of detention. Senior inspector of the public affairs department of the Penitentiary Service, justice Colonel-Lieutenant Elchin Jafarov spoke APA that a group of convicted people attempted to violate their work with baseless demands on bad condition in detentions: â€œThese convicted persons, who are being detained in correctional facility in accordance with the requirements of legislation, held a protest action in the square and supposedly protested to so-called unbearable condition in detentions, in order to create criminal common cash fund in the facility. The leadership of the Penitentiary Service was informed in advance about that action. Responsible employees of the Penitentiary Service and Baku city Prosecutorâ€™s office explained that their demands were illegall and all pretexts were baseless. Unfortunately, these explanations didnâ€™t result positively. In this case, a group of special operations forces made the convicted people to calm down. An took measures due to â€œInternal disciplinary rules of the correctional facilityâ€ within 3-4 minutes by the order of Madar Guliyev, Deputy Justice Minister, chief of the Penitentiary Service. It must be noted that the leadership demanded the special operations forces to be attentively against convicted people. No one was injuredâ€.

Jafarov said that the Special Commission was established by the head of Penitentiary Service concerning last incident, the investigation is being carried out.
Jafarovâ€™s respond to the question on the reason why Penitentiary Service doesnâ€™t make public immediate commentary concerning the last incident was a follows: â€œThe prophylactics â€œscreening-treatmentâ€ measures are being taken periodically by the special units of Penitentiary Service in correctional facilities based on confidential information early received by operational apparatus in order to identify the prohibited objects. The results of such operations arenâ€™t made public because they are not so important. So, the public affairs department of Penitentiary Service constantly give the information on the prohibited objects that found in the correctional facilities, for example narcotic drugs and others, to mass media, the information on the operations carried out by Penitentiary Service in other spheres is also submitted to press. Some mass media sources has spread the information, in reality such hypotheses donâ€™t have their confirmation, on injections in special armed units and that the prisoners are kept severely treated in the correctional facilities, concerning the fact that 30-40 prisoners from 720 participated in the protest action organized in the correctional facility #14 on September 9. I would like to mention once more that Penitentiary Service of Justice Ministry will seriously identify the violation of rules established by Executive Criminal Code and the requirements of Internal Disciplinary Rules of correctional facilityâ€.
