11 316 crimes recorded in Azerbaijanâ€™s capital in 2011

Aziz Seyidov said prosecutorâ€™s offices of the city together with other law-enforcement bodies took a number of measures to combat crimes. 11 316 crimes were recorded in the city in 2011. 73.3% of the crimes were solved. Compared with 2010, the number of the grave crimes in the reporting period reduced by 103 facts or 7.4%. A number of premeditated murders, robberies, deadly road accidents were solved, compared to the previous year more illegal drugs and psychotropic agents were removed from the turnover. Prosecutorâ€™s offices completed investigation of 523 crimes, bodies of interior affairs of 3959 crimes and the majority of them were submitted to courts.

The particularly grave crimes such as the murder of 78 and 76 years old couple Akbarovs by their grandchild Ramin Akbarov, the murder of businessman - â€œAzer Rusâ€ MTKâ€™s founder Aflatun Piriyev by Farman Haciyev and the others by order of Humbat Mammadov, the murder of Reyhan Isgandarli, who went missing in Nasimi district, by Ilgar Agayev and the others and burying her body in Khizi were disclosed at the reporting period as a result of investigation and operational search actions.

It was noted that there were also shortcomings along with the positive results. The non-disclosure of 5 deliberate murders, 39 robberies, 15 fatal traffic accidents in 2011 demands the taking of more intensive and purposeful investigation and operational search actions.

Aziz Seyidov noted the importance of strengthening the criminal investigation service, establishing timely and right investigation tactics and methods, and investigation versions.

According to the outcomes of 2011, relevant organizations of the City Prosecutorâ€™s Office and subordinated prosecutor offices have been urged to take necessary measures in cooperation with the agencies of internal affairs to prevent the growth of crime rate, to secure the principle of inevitability of punishment, to clean crimes and bring the guilty persons to responsibility.
