Interior Ministry issues statement on detention of person attempting to commit suicide on Parachute Tower in Baku Boulevard

Deputy spokesman for the Interior Ministry, Colonel Ehsan Zahidov told APA that resident of Zagatala region, Parviz Mikayilov, who attempted to commit suicide in the National Seaside Park of Baku on January 4, and later changed his mind due to the joint efforts of the employees of the Interior Ministry and Ministry of Emergency Situations, was quite healthy both psychologically and physically. Mikayilov, who has never done useful work and demonstrated disrespect to others, has been imprisoned four times. In 2003, he was charged with article 221 (hooliganism), in 2005, with article 127 (deliberate infliction of bodily harm), in 2010 with article 234 (illegal drug trafficking). On December 12, 2011, Zagatala region police office launched criminal proceedings against Mikayilov under article 221.2.2 (hooliganism - committed with resistance to representative of the authority, acting as on protection of a social order or stopping infringement of a social order or with resistance to other person) of the Criminal Code.

Mikayilov avoided inquiry ignoring the invitation of the inspector. A decision was passed to bring him to inquiry by force. Realizing the gravity of the situation, with the view of avoiding the inquiry, masking his actions and drawing the public attention, Mikayilov came to Baku and attempted to commit suicide.

The investigation found out that Mikayilov decided to do it in order to avoid inquiry and mask his actions.
“We reiterate that after Parviz Mikayilov’s simulated suicide attempt was prevented, he was examined by doctor and psychologist, they found no health problems. Therefore, he was brought to account concerning the criminal proceedings launched against him long before his suicide attempt,” he said.

Ehsan Zahidov said the complaints sent to Zagatala region police office by the region residents regarding Parviz Mikayilov, who is drug user, are being investigated.

On January 4, at 13.00, Parviz Mikayilov climbed half-way of the Parachute Tower in the National Seaside Park and cried that he would kill himself jumping from it. Police and rescuers of the Ministry of Emergency Situations arrived at site and took measures to prevent the suicide. Afterwards, Parviz Mikayilov was detained in connection with the criminal proceedings launched against him.

According to some foreign media reports, strict measures are taken regarding the persons violating public order in Azerbaijan, some wrongly reported that Parviz Mikayilov was insane.
