“Sometimes, Human Rights Commissioner is asked to comment on a issue that does not fall under competence. My authority is regulated by the law. It is not in the competence of Azerbaijani Human Rights Commissioner to comment on the statements issued abroad. Human Rights Commissioner can express view on the international conventions, legislation, rights of citizens.â€
