Changes made to “Internal Disciplinary Rules of the Jails” in Azerbaijan

It was noted that in accordance with the new legislation there was a need to improve the “Internal Disciplinary Rules of the Jails”.

Taking into account the recommendations of the European Prison Rules, European Committee for the Prevention of Torture, ICRC and Public Committee controlling the activity of the penitentiary facilities, changes were made to the issues on ensuring the prisoners’ rights and security, conforming the detention conditions to the international norms, modernizing correctional treatment. The updated rules were discussed at the board meeting and approved.

The issues on medical assistance for prisoners were also discussed at the meeting. It was noted that the medical assistance, supply with medicines, provision of medical establishments with modern devices had been improved. Over 10,000 prisoners had been treated in jails since 1995 as a result of the activities to combat tuberculosis carried out together with ICRC. As a result of these activities, the number of deaths reduced by 30 times. Since 2004 recruitment has been realized through open competition, 170 have been employed.

A number of noncommercial legal entities were registered at the meeting.
