According to APA, chief of the city policy office Major-General Rafig Abbasov spoke about the measures done for improvement of administrative work, controlling the operational conditions in the territorial police agencies, as well as elimination of the shortcomings. He said police officers attached special importance to the principles of law, official disciplinary, as well as protection of human rights and improvement of professional skills.

Deputy police chief Elkhan Hasanov made an extended report on the measures carried out for combating crimes, protection of public order and security, and others in the different fields of operational service. He said 2602 criminal cases were registered in Baku and 15.3% of them were grave crimes. As a result of preventive measures the number of deliberate murders (23.1%), brigandage (12.9%), robberies (16%), swindle (4.6%), kidnapping (four times), extortion (20%) and theft (2.5%) were reduced. There were six attempted murder cases. 79.6% of the crimes, including 77.5% of crave crimes and totally 61.4% of the crimes committed in unknown conditions were cleaned.

687 (95.7%) out of 704 crimes against person recorded in the reporting period were solved (94.4% in 2009).10 premeditated murders, 87.5% of attempted murders¸68.4% (66.7%) of robberies, 72.3% (64.6%) of plunders were solved. 10 groups of 29 men, who committed 28 robberies and plunders, 3 groups that robbed 11 flats were exposed in the reporting period.
Compared with the reporting period of last year, the number of the crimes related to illicit drug trafficking and sale reduced by 2.6% and 15% , compared with the first quarter of 20009, 3.9k opium, over 5k heroin were removed from illicit turnover.

Operations for finding wanted persons continued actively. 236 out of 598 criminals, 39.5% (39% in 2009) were detained.
