On November 24-25, 2025, the 4th meeting of the Joint Economic, Trade and Technical Commission between the Government of the Republic of Azerbaijan and the Government of the State of Qatar, and the first meeting of the Azerbaijan-Qatar Joint Business Council within this framework, were held in Doha, the capital of Qatar, the press service of the Ministry of Emergency Situations told APA.
A delegation led by co-chair of the Joint Commission from the Azerbaijani side, Minister of Emergency Situations Kamaladdin Heydarov, visited the State of Qatar to take part in the events.
A number of bilateral meetings were held during the visit.
On November 24, Minister Kamaladdin Heydarov met with the Prime Minister and Minister of Foreign Affairs of the State of Qatar, Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani.
At the meeting, it was emphasized that, thanks to the wise, consistent and visionary policies of the President of the Republic of Azerbaijan Mr. Ilham Aliyev, and Amir of the State of Qatar His Highness Sheikh Tamim bin Hamad Al Thani, the multifaceted relations between the two countries are steadily expanding. It was noted that there is considerable potential for developing cooperation across many areas, including in the trade and economic sphere, and an exchange of views was held.
As part of the visit, Minister Kamaladdin Heydarov met with the co-chair of the Joint Commission from the Qatari side, Minister of State for Foreign Trade Affairs of the State of Qatar Dr. Ahmed bin Mohammed Al Sayed.
At the meeting, satisfaction was expressed with the current level of relations between the two countries, and views were exchanged on the opportunities for expanding economic and trade cooperation. The work carried out in preparation for the fourth meeting of the Joint Economic, Trade and Technical Commission between the Government of the Republic of Azerbaijan and the Government of the State of Qatar, as well as the issues on the Commission’s agenda, were discussed in detail.
Then, Minister Kamaladdin Heydarov met with the Minister of Interior of the State of Qatar Sheikh Khalifa bin Hamad bin Khalifa Al Thani.
The meeting discussed the current state and development prospects of relations between the relevant agencies of the two countries for combating emergency situations. The actions taken under the "Agreement on Cooperation in the Field of Emergency Management between the Government of the Republic of Azerbaijan and the Government of the State of Qatar" signed in 2014, which serves as the legal basis for cooperation, were noted, including the higher education received by a group of officers from Qatar at the Academy of the Ministry of Emergency Situations of Azerbaijan in 2023. The next steps to be taken in this direction were also considered.
On November 24, the Minister of Emergency Situations of Azerbaijan Kamaladdin Heydarov, and the Minister of State for Foreign Trade Affairs of Qatar Dr. Ahmed bin Mohammed Al Sayed, attended the first meeting of the Azerbaijan-Qatar Joint Business Council, held within the framework of the 4th meeting of the Joint Economic, Trade and Technical Commission between the Government of the Republic of Azerbaijan and the Government of the State of Qatar.
Speaking at the event, K. Heydarov noted that the political relations between the two countries, built on mutual trust, create favourable opportunities for expanding economic cooperation and emphasized that the Azerbaijan–Qatar Joint Business Council serves as an important platform for dialogue. The Minister stated that there is significant potential for increasing trade turnover, expanding investment volumes, and implementing new economic projects between our countries, and emphasized that cooperation in industrial and logistics infrastructure, agricultural product processing, food security, green energy, innovative technologies, and other areas has come to the fore as priority areas. He noted that the favourable business and investment environment for foreign investors in Azerbaijan offers wide opportunities for Qatari companies, and investment opportunities in the fields of reconstruction and infrastructure projects, the formation of tourism clusters, and agriculture, especially in the Karabakh and East Zangezur economic regions, promise great prospects. The Minister expressed confidence that the meeting of the council will make a significant contribution to the further expansion of economic relations.
Speaking at the meeting, Dr. Ahmed bin Mohammed Al Sayed stated that relations between Azerbaijan and Qatar are developing along an upward trajectory and that targeted measures are being taken to support this progress. He expressed confidence that the meeting will positively influence the development of economic and trade relations.
The meeting, organized by the Small and Medium Business Development Agency (KOBİA) and the Qatar Chamber of Commerce and Industry, was attended by officials and about 50 business representatives from both countries. A broad exchange of views was held on the issues on the agenda and proposals were made.
On November 25, the 4th meeting of the Joint Economic, Trade and Technical Commission between the Government of the Republic of Azerbaijan and the Government of the State of Qatar began its work.
Speaking at the meeting, the co-chair of the Commission from the Azerbaijani side Kamaladdin Heydarov expressed his gratitude to the Qatari side for the hospitality shown during the visit.
The Minister stated that Azerbaijan–Qatar relations are developing steadily thanks to the political will of the leaders of the two countries and their approach based on mutual respect, and this cooperation manifests itself both in the political sphere and in the economic and humanitarian domains. In this context, he expressed confidence that the current meeting of the Joint Commission will serve to further expand relations between our countries in economic, trade and other areas.
Speaking about the Commission’s activities during the period since the 3rd meeting, Minister K. Heydarov emphasized that, over this time, the identification of mutual interests in industry, agriculture, logistics, services and other fields, as well as the discussions held in these directions, have created favourable conditions for expanding practical cooperation. The operation of the Azerbaijan Trade House in Qatar starting in 2022, the establishment of closer ties between business circles, and direct contacts between business entities indicate the existence of broad potential for further expansion of economic and trade cooperation. In this regard, the Minister spoke about the opportunities offered by the Alat Free Economic Zone, the foundation of which was laid by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, in 2021, and also emphasized that the discussions held in the non-oil sector, tourism, processing of agricultural products, urban planning, infrastructure and other areas promise new prospects for cooperation.
Speaking at the meeting, the co-chair of the Commission from the Qatari side, Dr. Ahmed bin Mohammed Al Sayed expressed satisfaction with the current state of the developing relations between our countries, emphasized that there are good opportunities for expanding ties across various sectors of the economy, and outlined the activities of the Joint Commission.
Extensive exchange of views was held on issues of mutual interest, the opinions and proposals of the Commission members were heard, and discussions took place during the meeting.
At the end of the meeting, the “Protocol of the 4th Meeting of the Joint Economic, Trade and Technical Commission between the Government of the Republic of Azerbaijan and the Government of the State of Qatar” was signed. The Protocol was signed by the co-chairs of the Commission – Minister of Emergency Situations of the Republic of Azerbaijan Kamaladdin Heydarov and Minister of State for Foreign Trade Affairs of the State of Qatar Dr. Ahmed bin Mohammed Al Sayed.
