The First Forum of Azerbaijan–Türkiye Think Tanks, organized by the Center of Analysis of International Relations (AIR Center), has concluded its work in the city of Shusha, APA’s Karabakh bureau reports.
Leaders of leading analytical institutions, experts, and researchers from both countries participated in the event.
The Forum opened with speeches by Farid Shafiyev, Chairman of the Board of the Center of Analysis of International Relations (AIR Center), and Polat Safi, Chairman of the Strategic Research Center (SAM) of the Ministry of Foreign Affairs of the Republic of Türkiye.
The speeches emphasized the importance of further strengthening the Azerbaijan–Türkiye strategic alliance against the background of new geopolitical realities emerging in the region. The speakers stated that cooperation between think tanks serves to enhance analytical support for the foreign policies of both countries.
Three panel sessions were held within the framework of the Forum.
At the first panel, key trends in the foreign policies of Azerbaijan and Türkiye, the changing security architecture in the Caucasus region, and opportunities for diplomatic coordination between the two countries were discussed.
The second panel focused on the future prospects of integration within the Organization of Turkic States (OTS), the expansion of economic and transport cooperation, as well as the development of unified analytical approaches.
In the third panel session, the strategic importance of transport–communication and energy cooperation, the development of the Zangezur Corridor and the Middle Corridor, as well as new directions in the energy diplomacy of Azerbaijan and Türkiye were discussed.
The common features of the think tanks of both countries were also highlighted at the forum. Experts noted that the analytical institutions of Azerbaijan and Türkiye share the same regional priorities and exhibit similar strategic approaches regarding foreign policy, security, energy, and transport issues. It was emphasized that the research agendas of the think tanks of the two countries largely overlap, and such cooperation allows for a deeper analysis of regional processes. The establishment of this platform holds significant importance for the region.
Azerbaijan–Türkiye intellectual cooperation creates new synergy in terms of regional stability and security, promotes the formation of unified strategic approaches within the OTS, and contributes to strengthening the model of peace and development in the South Caucasus.
At the conclusion of the event, the expansion of scientific–analytical cooperation between the think tanks of the two countries, the implementation of joint research projects, the preparation of joint strategic reports, and the regular organization of subsequent forums were discussed.

The forum, organized by the Center of Analysis of International Relations, began with opening speeches. Farid Shafiyev, Chairman of the Board of the Center of Analysis of International Relations (AIR Center), and Polat Safi, Chairman of the Strategic Research Center (SAM) of the Ministry of Foreign Affairs of the Republic of Türkiye, delivered speeches emphasizing the importance of the forum in terms of regional integration, strategic cooperation, and deepening relations among think tanks. The necessity of further strengthening the institutional foundations and constructive role of the Azerbaijan–Türkiye strategic alliance against the backdrop of new realities emerging in the region was highlighted.
Within the framework of the forum, three panel sessions will be held covering foreign policy, economic cooperation, transport-communication projects, and the integration agenda in Azerbaijan–Türkiye relations. It should be noted that the First Shusha Forum is significant in terms of strengthening institutional partnership between Azerbaijani and Turkish Think Tanks, creating joint scientific-analytical platforms, and coordinating future strategic initiatives.
The first session held within the framework of the forum was devoted to the topic “Main Trends and Cooperation Opportunities in the Foreign Policy of Azerbaijan and Türkiye.” The session is moderated by Orkhan Amashov, Deputy Editor-in-Chief of the “AnewZ” media organization. The discussions provide an in-depth analysis of the two countries’ regional security, foreign policy strategies, and cooperation opportunities.
SETA Program Director Muhittin Ataman, President of the Center for Middle Eastern Studies (ORSAM) Kadir Temiz, President of the Iran Studies Center (IRAM) Serhan Afacan, Director of the Ankara Center for Strategic Studies (ANKASAM) Mahmud Seyfeddin Erol, and Board Member of AIR Center Javid Valiyev, are attending the panel as experts.
The specialists are discussing the increasing role of Azerbaijan and Türkiye in regional policy, new directions of cooperation, and mechanisms of mutual strategic coordination.
