In a letter addressed to the State Commission in November 2025, the Director-General of the International Commission on Missing Persons (ICMP), Kathryne Bomberger, stated that the Azerbaijani-language integrated version of the organization's Information Management System would be provided to the State Commission, along with a roadmap for its initial implementation, Deputy Chief of the State Security Service, Sharafat Hasanov, said at the international conference titled "Modern Approaches and Strengthening Cooperation in Resolving the Issue of Missing Persons," held within the framework of cooperation with the International Commission on Missing Persons (ICMP), APA reports.
He said that contacts between the ICMP and the State Commission date back to the years before the Second Karabakh War.
"During the discussions and meetings held, the ICMP delegation provided detailed information about the organization's capabilities and achievements in search, excavation, exhumation, and identification, its material and technical resources, human capacity, and the latest scientific methodologies it employs. The organization also expressed its readiness to provide Azerbaijan with the electronic database it had developed and to conduct training for specialists of the relevant state institutions in various areas, including database management and the preparation of relevant reports and protocols in accordance with international standards.
The presented Information Data Management System (IDMS) will enable all existing databases related to missing persons to be consolidated on a single platform and allow the relevant state institutions to enter and process data in real time. As a result, information will be available more quickly, allowing for prompt decision-making.
According to the proposed plan, since the special servers and other equipment required to host the IDMS and its complementary Online Inquiry Center (OIC) in Azerbaijan have been provided by the State Commission, two employees from the ICMP's Information Systems and Data Coordination Division visited Azerbaijan at the beginning of June this year to install the IDMS, activate its main modules, and conduct practical training on data entry and system management.
Once all planned processes are completed, the heads of both institutions are expected to sign the End User License Agreement governing the use of the ICMP software, including the IDMS and the OIC.
An important aspect is that the servers hosting the IDMS will be located within the territory of the Republic of Azerbaijan, and access to the system will be granted only to trained employees of the relevant institutions represented in the State Commission.
In addition, the system will enable citizens of Azerbaijan and Armenia to confidentially provide information regarding missing persons, including burial sites. The information provided will be used solely for humanitarian purposes, and those providing information will bear no responsibility under any circumstances. The objective is to help clarify the fate of missing persons," he said.
