-What was the importance of the event on theme â€œThe Real Wealth of Nations: Pathways to Human Developmentâ€ held in Baku?

-The event on the theme â€œThe Real Wealth of Nations: Pathways to Human Developmentâ€ on the occasion of the 20th anniversary of the UNDP Human Development Report held in Baku is of great importance. On one hand, it refers to the mechanism of assessing the consideration of the human factor as the main goal of each state and political activity of the nation, on the other hand this is a message to the world countries by the example of Azerbaijan, which has special achievements in this sphere. The event is important in terms of various factors. First of all, this is reflected in the recognition of the particular position of Azerbaijan, the regionâ€™s leading actor, in the formation of the regional system. Azerbaijan, which is a responsible partner of the international community, plays an important role in the maintenance of the international peace and security that is among the main goals of the United Nations Organizations and ensures the development of the human factor. We not only contribute to successfully coping with the tasks of the world community, especially the UN, but also closely participate in the formation of the new style of thinking about the effect of current processes on human development.

On the other hand, today the society faces with different threats and risks and integration into the globalizing world is the main challenge for many countries. Political and economic reforms in Azerbaijan allow speaking about the model of development of Azerbaijan and prove that far-sighted, progressive and sustainable economic policy facilitates transition of economic process and relations into the new phase. It created necessary conditions for the welfare and development of intellectual potential of the population. At the same time, data showing by UN human development index, particularly, Azerbaijanâ€™s move forward from 101 to 67 and its highest indicator in the post-Soviet space in a short period, proves that economic development in the country, as a logic result of political course under the leadership of President Ilham Aliyev, is reflected in the comprehensive progress and renaissance of the people.

- What are you thinking about the ideas offered during the event?

- Human factor is a very large notion and covers all active spheres of the mankind. In this context, human is a logic ending of every action and mankind development history reflects his living in more useful conditions. In this regard, UN human development index is a necessary mechanism arisen from the modern requirements. It proves once more that political and economic reforms carried out in Azerbaijan created favorable environment for the human to develop his potential and peculiarities. In this regard, Nagorno Karabakh problem, occupation of Azerbaijani lands by Armenia, which resulted in exiling of more than one million people from their homeland, prevent human factor development and create a situation unacceptable in the 21st century. Raising this issue at the event is a challenge for both international community and Armenians living in Nagorno Karabakh. First, it is gross violation of fundamental principles of international law. UN Security Council, as a guarantor of international peace and security, should fulfill its mission and facilitate restoration of legal situation. Second, Armenians now living in Nagorno Karabakh moved there in the beginning of 19th century and historical legitimacy they claim is not based on any real evidence proved and substantiated scientifically. This territory was a province of Caucasian Albania historically and then part of different Azerbaijani feudal states. Third at last, contemporary economic development and high index of human development in Azerbaijan prove that there are all necessary conditions for the Nagorno Karabakh Armenians to protect and to profoundly express their ethnic peculiarities in democratic and secure environment. Is there any better condition for self-determination of Armenians? They should benefit from their rights as an ethnic minority and not to damage territorial integrity of the country where they live.

-Whatâ€™s about the results of the event?

- Azerbaijan is always open to a constructive dialogue. This event organized within the framework of UN development Program is a good example of our activity toward the integration into the world community and elimination of existing challenges in terms of mutual understanding and joint efforts. Further development and progress of the mankind and protection of human rights and freedoms prove that cooperation is only legitimate way. Today personalities are the subjects of international law and they have necessary mechanism and means for protection of their rights. The human factor got in the period of historic maturity. Two points were especially emphasized at the event in Baku. First, strong basis of liberal democracy in the globalizing world put economic progress of the country and its benefit from the common development tendencies in the world. Second, common views over the common interests of mankind stipulates ending of double-standard approach which prevents human factor development.

- How are you planning future activity?

- Directions of the development of further relations with UN Office in Azerbaijan are being discussed now. For example, exchange of opinions about the programs which cover different spheres calculated for long-term prospects. We are also closely working with the UN agencies. It is an indicator of fulfillment of commitments arisen from the Azerbaijanâ€™s place in the international arena and its contribution to the development of mankind as an active member of the world community.
