Member of Azerbaijani delegation to PACE Ganira Pashayeva reminded to the Secretary General about non-fulfillment of PACE resolution on Nagorno Karabakh conflict. “You said the Council of Europe needed in the reforms. In fact, most resolutions adopted by the organization are not fulfilled for long years. It is one of the main factors which is negatively effecting on the image and influence of the organization. PACE 1416 resolution adopted in 2005 has not been fulfilled so far. The resolution emphasized that Armenia must withdraw its troops from the occupied lands of Azerbaijan and Azerbaijani refugees and internally displaced persons must return to their homeland. There are a lot of such non-fulfilled resolutions. What steps do you think to make regarding this issue?”

The Secretary General did with a short response: “You are principally right that many resolutions of the Council of Europe are not fulfilled. We are intensifying our efforts for fulfillment of those resolutions. The solution to Nagorno Karabakh conflict is under the mandate of the OSCE Minsk Group. I don’t think that the Council of Europe will interfere in this issue”.
