Mr. Bryza said Nagorno Karabakh conflict should be solved basing on Helsinki Final Act, non-use of force, territorial integrity of the state and people’s right of self-determination should be ensured. Matthew Bryza underlined that these principles are united in the document presented to the parties in Madrid in November, 2007.

Armenian media reports that the American diplomat said Azerbaijan’s territorial integrity will be ensured by immediately returning five regions adjacent to Nagorno Karabakh and within five years returning Lachin and Kalbajar to the control of official Baku.

Speaking about the management principles of Nagorno Karabakh Minsk Group co-chair said Karabakh people will elect their leader, the temporary status of the region will remain effective till the local people hold elections and will be completely determined only after the elections.

Armenian sources quote the co-chair as saying that there will special regime in the region, but this will be ensured without military power or heavy artillery. Azerbaijan and Armenia will determine the composition of peacekeeping forces. But each of the parties will have the right to veto the peacekeeping mission of one or another country. It is also planned to form a corridor linking Armenia and Nagorno Karabakh. Mined areas between Azerbaijan and the occupied territories will be cleared.

The American co-chair said all this will serve to maintain democracy, regional development and stability in the region.
