Azerbaijani parliament appeals to U.S. Congress
Samad Seyidov, Chairman of Azerbaijani Parliament’s Commission on Foreign Relations, said the country’s parliament expresses concern and protest over a decision taken by US House Appropriations Subcommittee on State, Foreign Operations, and Related Programs to provide $10 million to the separatist Nagorno Karabakh regime on the Fiscal Year (FY) 2010 State-Foreign Operations and Related Programs Appropriations Bill and to put a condition on the President’s authority to annually waive Section 907 of the Freedom Support Act.
According to the appeal, Azerbaijani parliament notes that the decision supporting the separatism contradicts foreign policy pursued by the US, does not serve the improvement of Azerbaijan-US strategic partnership at the time when Azerbaijan-US cooperation has reached the level of strategic partnership in energy, regional security, combating international terrorism, weapons of mass annihilation, in military operations in Afghanistan, dialogue with the Islamic world, when the negotiations on Armenia-Azerbaijan, Nagorno Karabakh conflict have reached a delicate stage and when there is a need for the United States’ to act in capacity of a fair mediator.
The parliament calls on the Congress while passing the decision not to deprive about 65,000 Azerbaijanis, who underwent ethnic cleansing and were displaced as a result of Armenia’s aggression against Azerbaijan, of the US aid, and completely repeal Section 907.
The parliamentarians underlined the importance of the appeal. MP Ganira Pashayeva said even the United States itself called the occupied territories unmonitored grey zone.
“In the international law unmonitored territories are regarded as terrorism area. It is not right to allocate aid to such an area. If this is the humanity of the US, why isn’t the same attitude shown towards Ossetia and Abkhazia?†she said.
