“If we want to demonstrate that we want to reset the relationship and start to build a trust relationship, restore a confidence in our bilateral relations with the countries of former Soviet Union we should take the first step by just repealing it and I think it would be the demonstration good faith. If we will pass it in our Congress, it is clear to me that the president Obama would agree to sign it and it will end Jackson-Vanik restrictions,” he said.

To the question “What it will bring to Azerbaijan?” Bill Delahunt said:
“I think it is important for us open up relations with all states in the region and treat them all with respect, understand their differences and work together.”

According to the 1974 Trade Act of the United States, the Jackson-Vanik amendment denied most favored nation to certain countries with non-market economies that restricted emigration rights.
