According to audit, feasibility study of the construction projects has not been developed prior to making proposals, development of comprehensive plans and technical-economic calculations of territories of settlements, and expertise of feasibility study of these territories have not been provided. The audit also revealed that though a tender commission was created for procurement of construction of the settlements, the commission has not operated actually.
The audit revealed that 54.8% of funds used in 2012-2014 was spent to taking of 14 measures planned in 2007-2011, procurement contracts were signed with contractors on construction of two blocks without initial estimated cost of works, money was advanced for construction of 18 blocks and settlements without submission of documents reflecting usage of advance.
According to information submitted to the Chamber of Accounts, as a result of measures taken by the Social Fund for Development of Internally Displaced Persons, AZN 36.5 mln was restored, AZN 5,695,100 of debt was paid off and AZN 131,363,500 was registered.
In accordance with the legislation, 3 official received reprimand, one employee was dismissed.
