Baku. Ali Ahmadov – APA-Economics. Today’s plenary meeting of Azerbaijani Parliament focused on the draft law On State Budget of the Republic of Azerbaijan for 2013.
The meeting, held under chairmanship of Speaker Ogtay Asadov, is attended by Prime Minister Artur Rasizadeh, MPs and Committee chairmen.
Chairman of Economic Policy Committee Ziyad Samadzadeh gave information about draft budget. In 2013, budget incomes are considered at AZN 19.154 bn (expected growth – 12.4%), expenses – AZN 19.810 bn (expected growth – 12.1%), deficit – AZN 656 mln. In the structure of budget incomes, AZN 11,350 mln or 59.3% fell to share of SOFAZ, AZN 6,400 mln or 33.4% - Taxes Ministry, AZN 1,380 mln or 7.2% - State Customs Committee, AZN 5 mln – revenues from lease of state property and AZN 19 mln – other revenues.
AZN 3,760 mln or 58.8% of revenues through the Taxes Ministry fell to share of non-oil sector. The amount of tax revenues are expected to climb 8.3% in 2013. The amount of revenues from the State Customs Committee is forecasted above15% compared to 2012. At the same time, the main part in the structure of expenses will be occupied by state-based capital invests. The amount of these expenses makes AZN 6,915.2 mln or 34.9% of total budget expenses. Annual growth rate of state-based capital invests is expected at 19.8%.
Besides, in the structure of budget expenses, AZN 1,813.6 mln fell to share of social protection and social security (expected growth – 1.6%), AZN 1,802 mln – common state services (expected growth – 52.7%), AZN 1,530.4 mln – education (expected growth – 1.2%), AZN 1,528.6 mln – defense (expected growth – 8.6%), AZN 1,081.8 mln judicial power, law-enforcement and prosecutor’s office (expected growth – 12.2%).
